Learn to make the 2 double crochet cluster, which is also sometimes just called a cluster stitch. Whatever you call it, it is very similar to a dc2tog, only it is worked in one stitch, not two. yo ~ yarn over (wrap yarn around hook)
st(s) ~ stitch(es)
Yo, insert hook into st,
yo, pull through st, (3 loops on hook)
yo, pull through 2 loops (2 loops on hook)
yo, insert hook into same st,
yo, pull through st, (4 loops on hook)
yo, pull through 2 loops (3 loops on hook)
yo, pull through all remaining loops

Abbreviations:
ch ~ chain
dc ~ double crochet
dc cl ~ double crochet cluster
st(s) ~ stitch(es)
Row 1: Ch 16, dc in 4th st from hook, [skip 1, dc cl in next ch] 6 times
Row 2, 3, 4: Turn, ch 3, dc in same st, dc cl in each of the next 6 sts.
